    Abstract:
	A GPS network of 180 stations that form an integral part of the Canadian Spatial Reference System (CSRS).  
	This network is the primary level of the Manitoba Spatial Reference Network (MSRN) with the Manitoba 
	Control Survey Network (MGSN) of the previous GPS, Inertial (ISS), Doppler, Triangulation Aerodist and 
	Traverse Surveys forming the secondary level.

    	The average spacing is on a 40-kilometre grid south of 52 degrees latitude on the West Side of Lake 
	Winnipeg and 51 degrees on the East Side of the Lake.  A linear spacing of approximately 40 kilometers is 
	used north of the above mentioned latitudes along Provincial Highways and Public Roads.

    	All horizontal coordinate values will be related to NAD83 (CSRS'98) publication and all Vertical values 
	orthometric heights) will be related to the CGVD28 using GSD Geoid'95 geoid model.

    Purpose:
     	To provide an accurate and reliable provincial control network of survey monuments that will allow full 
	integration of survey work into the Canadian Spatial Reference System (CSRS).

DATA_QUALITY_INFORMATION


  Attribute_Accuracy:
    Attribute_Accuracy_Report:
      Attribute values are measured positions, either geodetic or
      utm. Station names
      are assigned based on year surveyed i.e. 95rxxx for 1995.
  Logical_Consistency_Report:
    All points are unique and have been checked for duplicates.
  Completeness_Report:
    Data has been checked for omissions.

      Horizontal_Positional_Accuracy_Report:
    	Horizontal accuracy on co-ordinate values is plus or minus
	2cm. The points were measured by GPS and the resulting network was
	adjusted using least squares. The accepted residuals are usually
	1.0cm per point.
	
	The network is constrained to a known epoch and datum such as CSRS98.
	The absolute accuracy is reliant on the adjustment on which
 	the data is constrained.
    Vertical_Positional_Accuracy:
      Vertical_Positional_Accuracy_Report:
        The vertical data was measured using 2 methods and the
        accuracy is dependant on method. Spirit elevations are
        measured by conventional methods using a spirit level and
        conforming to the specifications and recommendations for
        control surveys and survey markers (1978). The minimum
        accepted order is third (+- 24mm * sq. rt. dist.). Gps
        derived elevations are based on vertical differences
        measured by GPS using GSD'95 Geoid Model. During the free adjustment
	1 or 2 points are fixed to known geodetic values and the values
        are checked to other known geodetic values. The residuals are
        usually as good as or better than the minimum accepted
        third order specifications as described above.  A fixed adjustment
	that holds all known values fixed.

      Process_Description:
        Data points were identified on the ground that provided
        good aerial view and allowed GPS receivers to have a good
        horizon for satellites. These points were measured by GPS
        equipment and methods and the resulting data was checked
        for completeness and accuracy. A free adjustment is run to
        determine the network accuracy and points that have
        residuals of greater than 2cm are either dropped or
        re-measured. The data is then fixed to a known datum and
        adjustment (CSRS98).

3.Network - The specific sub-network within the dataset each
